Cognism alternative: U.S. decision-makers' mobiles as one free file
Cognism sells B2B contacts, emails and phone-verified mobiles, by the seat with credits: its pricing page publishes no price, only two packages and a call with its team. If the people you call are in the U.S., the file below has their numbers, and the date each record was last refreshed, so you can see for yourself how fresh it is.

How fresh the file's decision-makers are
Cognism says it refreshes 95% of its director-level and above contacts every 30 days. The file gives each person the date their record was last refreshed, UPDATED_AT, so you can count it. Unzip it into us_10m/, pip install duckdb, and:
import duckdb
duckdb.sql("create view people as select * from 'us_10m/us_smb_mid_market_persons.parquet'")
duckdb.sql("create view companies as select * from 'us_10m/us_smb_mid_market_companies.parquet'")

That's 95% of 1,129,058 refreshed in the six months before the file, and 320,997 (28%) in its last 30 days: by Cognism's measure, the file is older. It's also free, and whole. Then the freshest of them, with a mobile:
# Directors and above with a mobile, refreshed in September 2026, with their company, to a CSV
duckdb.sql("""

""")It writes 198,372 people, every one with their company and 133,209 with an email too: 79,809 at companies of 11 to 50 employees, 75,531 at 51 to 200 and 43,032 at 201 to 500. Change '2026-09-01' for an older date to widen it, or level(...) <= 4 to = 1 for owners, founders and CEOs only. The file's mobiles aren't checked against any Do Not Call list: in the U.S., the TCPA and the National Do Not Call Registry are yours to follow.
Where someone works today
A refreshed record still ages. Before you call, the API reads the person's LinkedIn profile behind the URL in the CSV, live: Live. Each request goes to the provider and gets the profile as it is today. $1.25 per 1,000 through Up2Data (a profile it can't find is free), $3.70 per 1,000 through HarvestAPI. Up2Data takes $1 a day per account (800 profiles), with a shared daily limit for all customers, then answers 429 until 00:00 UTC; HarvestAPI has no daily limit.
So the list's 23,936 Californians cost $29.92 over 30 days at 800 a day through Up2Data, or $88.56 at once through HarvestAPI. The same check every week, on a list you keep: track LinkedIn job changes.
